The attachment/files can be shared two ways by buyers:
Item Specific attachments:
Item level attachment, suppliers can find it at each item level by expanding the item view In the expanded view Attachments section the files attached for this item would be displayed at

If there are no attachments this option would not be displayed.
Requirement level attachment:
These are present above “Warranty”, through the options. 
If there are no attachments this option would not be displayed.
