Please check if all the mandatory fields are filled like Unit price, Tax, GST, Currency, Warranty, INCOterms, etc.
At times, due to session timeout, you can not submit quotations due to long inactive browser sessions.
Also, refresh the page (CTRL+F5) and re-enter the details to click on generate and submit quotations.
